HPZ Health & Safety Roles and Responsibilities

PURPOSE

Under the Occupational Health & Safety Act (OHSA) workers and employers share responsibility for occupational health and safety. This concept of an internal responsibility system is based on the principle that workplace parties are in the best position to identify health and safety problems and to develop solutions. This procedure will ensure health and safety responsibilities are defined and known at all levels in the organization

 

SCOPE

This standard applies to all workplace parties, Employer, Management, Supervisors and Workers, working at HPZ Crusher Services Inc. and reflect the requirements from the Occupational Health and Safety Act (OHSA).

    ​Any place in, on, or near where a worker works. It could be a building, an open field, a road, forest, vehicle etc.

ROLES & RESPONSIBILITIES

The President and Chief of Operations are responsible for:

  • Providing information, instruction, and supervision to employees to protect their health and safety

  • Providing necessary resources to ensure all health and safety responsibilities are identified, documented, and communicated to staff

  • Providing appropriate support, resources, and authority for individuals to carry out their duties and responsibilities

  • Ensuring the Joint Health and Safety Committee (JHSC) and/or Health and Safety Representative (HSR) have all necessary resources to participate in the identification and review of employee responsibilities

  • In partnership with management, develop and maintain a health and safety system to implement the company’s health and safety policy

  • Conducting annual evaluations that measure the responsibilities of the supervisors and employees​​​

The Health and Safety Designate / Chief of Operations is responsible for:

  • Creating the document that outlines all health and safety related responsibilities for all identified roles, departments, etc.

  • Ensure all legislative responsibilities are included

  • Sharing the document with the JHSC and/or HSR for feedback

  • Posting of the final document for Managers/Supervisors to communicate to their staff​​​

The Production and R&D Manager and the Operations Manager are responsible for:

  • Ensuring they are aware of all responsibilities related to their role, and the associated documentation that aligns (e.g., procedures, work instructions, etc.)

  • Ensuring employees are aware of their responsibilities, as outlined in the responsibilities document and associated documentation

  • Participating in the review of this responsibilities document, as requested

  • Showing interest and involvement in the organization’s health and safety performance​​

Employees are responsible for:

  • Ensuring they are familiar with their responsibilities, as outlined in this responsibility document, and the associated documentation

  • Showing interest and involvement in the organization’s health and safety performance

  • Participating in Health and Safety training and the development of related policies and procedures

  • Production Workers may be required to participate in training to obtain specific certification, such as Lift Truck Operator, First Aider

  • Submitting any suggestion(s) for improving a job procedure to the supervisor for consideration​​

The HSR is responsible for:

  • Making recommendations and providing feedback on this responsibilities document

  • Participating in Joint Monthly Workplace Inspections with a Manager

  • Completing the Monthly Inspection report form and submitting in a timely manner

  • This task may be designated to another HPZ worker occasionally​​​​

PROCEDURE

 

  • The Health & Safety Designate will create a document outlining responsibilities related to health and safety

  • Roles to be included in this document, at a minimum, should be

    • President

    • Chief of Operation / Health & Safety Designate

    • Production and R&D Manager

    • Operations Manager

    • HSR

    • Employees

  • Responsibilities must include any legislated requirements (e.g., OHSA, s.25 – 28), all internal health and safety policies, procedures, work instructions, etc., and requirements from any health and safety standards that may be adhered to

  • Responsibilities will be communicated during the orientation process for all new employees, as well as those transitioning to new roles

    • Online courses will be used for targeted training and certification, such as Health and Safety Awareness Training for Workers and Supervisors, Lock Out / Tag Out

    • The HSR will complete a Health and Safety Representative Basic Training online course, provided by wsps.ca

  • Any changes to responsibilities within any health and safety document (policy, procedure, work instructions, etc.) will be reviewed with all employees when these changes occur

  • Records of training will be maintained in the employee’s file

  • Roles and responsibilities will be reviewed annually to ensure they are applicable to required legislation, to ensure they support the health and safety objectives, and that they support the overall health and safety system

  • The HSR will participate in the review of the responsibilities and provide feedback, as necessary

  • The Health & Safety Designate, in consultation with management and the HSR will determine the success of this procedure

    • Any gaps will be identified and corrected as appropriate
